Scaffolding Licences in Havering

Published 5 May 2025 · Updated 19 July 2026

If any part of a scaffold touches the public pavement or road in Havering, you'll need a licence from the council.

When you need one

A licence is required whenever a scaffold occupies part of the adopted highway — including the pavement, verge or road. Scaffolds entirely on private land don't need one.

Who applies

The scaffolding contractor normally applies on behalf of the customer. We handle the paperwork, notice periods and public-liability confirmations for every Havering job that needs one.
